World of Warcraft Item Upgrades
Item upgrades can be used to increase the stats of a particular item. Based on the type of upgrade you choose, it can boost an item's Rarity or Mark Level and boost additional stats.
Each item comes with a track for upgrading it. Each upgrade increases the cost of the following one by a certain amount.
Item Level
When an item gets upgraded, its basic stats increase in value. The value is the sum of the perks that are leveled up (attack magic attack and defense). On PC, you are able to check the level of the item by pressing ALT or using the left stick on XB1 or PS4. This will display the full description of the item, including its ilvl. It can also be found by hovering an item with the mouse cursor, and then typing /itemlevel in chat.
There are a few theories about how the calculation of an item's level is made. One theory says that the item level is calculated using an equation that determines the worth of an item's stats really are. It considers the fact that different perks have different values and gems in sockets add to the value of the item overall. This can result in a calculated value for the item's ilvl, which is usually close to the actual Blizzard level of the item.
It's not the only factor that affects the ilvl of an item. The location of where the item dropped can also change its stats. For example, it could increase the item upgrader mod's haste or crit score. This means that items dropped at higher levels will have higher value than items dropped in lower-level instances.

Players can upgrade an item to a specific stat or reroll affixes. The stat ranges are determined by the item's level. However every item will have at least one stat within the range, unless they are a unique item, or a God Roll from a boss in a raid.
Another thing that could be changed is the possibility to upgrade equipment without having to roll the attaches, or select which stats to increase. However, as with the base equipment, this would have to be carried out on a per-item basis and the interface for comparing items would not display all the possible stats either lost or gained at the same time.
Item Luck
The Luck stat of a player increases the probability of obtaining items as well as the properties spawned by loot and the strength of these properties. It does not, however directly affect damage or the ability to upgrade items. It merely gives the player a possibility to obtain better gear in earlier waves, and is therefore more useful in the early game than in later ones, because most players value higher weapon scaling and defenses over raw damage gains.
Luck can also boost the likelihood of upgrading items at the Blacksmith. This should not be confused with the Blacksmith's overall upgrade chance, which increases with each level and can be further enhanced by using an anti-material, such as a Scroll of Strength or a Jewel of Blessing.
Armor, shields, and weapons have an initial Luck value of 40. These items can be enhanced with golden ingots, or spined leather (depending on their material type) to increase the value of 40 luck, or to increase the Luck of an item up to 140.
Certain items, like the Hollow-infused weapon can also be outfitted to increase the damage of any ability that is able to deal damage by 5%. These items can be purchased in the shops or made with the right ingredients.
Item Failure
Item upgrades are a costly process and not every upgrade will be successful. However, there are cash shop items that allow players to boost their chances of success or even prevent themselves from losing an item if the upgrade fails.
When you upgrade an item the rate of success is displayed in the Honing UI. The percentage represents the probability of completing the upgrade successfully, and can be enhanced by adding Additional Materials or Special Materials. There are limitations on how much the success rates can be improved and the chance of an upgrade failing can't exceed 100%.
The success of an item upgrade is also affected by the luck of that item. All items have an overall success rate of 25 percent and each item that has Luck increases the chance of success by 5%.
It is important to note that upgrade items are rendered above the inventory items therefore enchantment glints and other effects can be obstructed by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the item upgrader (click here!) CORE client config.
